polkitd-pkla was removed from the archive between Noble and Resolute. We use these .pkla files explicitly in the Hyper-V hook, so these have been updated to .rules files to maintain the same functionality. Add dracut `hostonly=no` to fix a boot failure where systemd would hang waiting for dev-disk-by-label-desktop-rootfs. Fix GDM `InitialSetupEnable=false` sed to anchor on `[daemon]`, as the `#WaylandEnable=false` line no longer exists.
