Michael Vogt f04d8577ab * merge ubuntu-core system-image fixes from the PPA:

- add ubuntu-core-libs
  - add packages not (yet) in the ubuntu-core seed
  - fix resolv.conf
  - make timezone, localtime and hostname writable for cloud-init
