The upstream config file which was present in /usr/ interfered with
the one provided by us. Modified it's location so that it oes not interfere.
Test Plan: Check if all the shortcuts are working as per P38

Summary:
The config file provided by upstream was moved.
It originally resided under /usr/share/lxqt/
It preceded the one under /etc/xdg/xdg-Lubuntu/lxqt
So it was moved to /etc/xdg-Lubuntu/lxqt/globalkeyshortcuts.conf
It will be modified as needed by lubuntu-default-settings

Summary: Actually, this is the 2nd half of D24. As mentioned there, this is the solution to getting the {key Super} key to toggle the menu.
Test Plan: Um, press the {key Super} key and make sure the menu opens. ☺ To be clear, this is konwn to work, as this path is hardcoded and it's the reason why the file we removed in D24 doesn't work.
