To Congifure Okular press :kbd:`Control + Shift + ,` or :menuselection:`Setttings --> Configure Okular`. The :guilabel:`General` tab has settings for files and how to display things. To use smooth scrolling check the :guilabel:`Use smooth scrolling` checkbox. To hide scrollbars on Okular uncheck the :guilabel:`Show scrollbars` checkbox.
