- Set HOME so pbuilder reads .pbuilderrc
- Add bidirectional workarounds for LP: #599695 (pbuilder uses the host
apt keyring). Complain if the target's keyring isn't installed.
* Use dpkg-vendor in ubuntutools.misc.system_distribution(), cache result.
